Experience

The managing director of the GmbH, Prof. Dr. Wilfried Bernhardt, worked continuously in ministries at federal and state level from 1985 to 2014, of which he was responsible for information technology issues for 16 years, in addition to other duties, first as a sub-department head in the Federal Ministry of Justice and from 2009 as State Secretary and Chief Information Officer of the State Government of the Free State of Saxony. Since 2015, he has worked as a consultant for management issues relating to the digitization of public administration and the judiciary, and since 2016 as a lawyer specializing in e-government and e-justice issues, as well as an honorary professor of Internet law, in particular e-government and e-justice, at the Faculty of Law at the University of Leipzig. On several occasions, he has advised governments, especially in Central Asia, on the transformation process of the rule of law within the framework of international legal cooperation, for example, in the creation of a citizen participation platform or in the electronic support of the legislative process.

e-Legislation

The range of consulting services on the subject of e-legislation extends in particular into the international arena: For example, Central Asian states were supported in their project to set up a citizen participation platform for participation in legislative projects. Furthermore, experience in electronic support for legislation (use of eNorm software) is being applied to facilitate the drafting of legislative texts while observing the principles of legal formality.

e-Government

Bernhardt IT Management Consulting Management GmbH’s offering is aimed at public authority management and IT managers in public authorities who are working to digitize their services for citizens and also to digitally transform internal administrative processes. In doing so, it supports the management of public authorities in their efforts to win over administrative staff to the goals of digitization and to accompany them in the changeover process. It provides information about the opportunities and risks of administrative digitization that result from the legal framework conditions, such as the eGovernment Acts (“E-Government Gesetze”) and the Online Access Act (“Onlinezugangsgesetz”), at the federal level as well as at the level of the states and municipalities for eGovernment. If desired, architecture models for a digitally transformed public authority structure can be developed together with the customer.

e-Justice

The offer of consultancy is directed at the justice administrations of the federal and state governments and relates to organizational aspects of justice communication as well as to management issues in connection with the introduction of electronic justice records on the basis of the legal framewor

e-Health

Bernhardt IT Management Consulting GmbH provides management consulting services primarily for insurance companies and service providers (contract physicians, hospitals, providers of therapeutic products, providers of medical aids, pharmacies and pharmaceutical companies, as well as other service providers) on issues relating to the digitization of the healthcare system in connection with the legal framework on the topic of electronic patient files and electronic health cards. Furthermore, the health scientist Leslie Bernhardt is available for supporting consulting services by way of subcontracting on the basis of a contract for work and services. She brings with her the necessary industry know-how/background knowledge and has, for example, already participated in the development of a health app.

e-Education

With our consulting services, we aim to support school authorities, the management of schools, and teachers in planning, designing, and evaluating media-supported teaching and learning arrangements.

If necessary, a teacher who works part-time primarily on digitization issues in the school system is assigned a consulting subcontract as part of the consulting service.

Furthermore, we work together with “greenproject” – an exciting offer for schools to prepare their students for the now very dynamic professional world. Pupils can learn about the different roles, such as salesperson, technical or marketing expert and manager. Also: self-reflection, time and expectation management are often required right out of high school. Typical personality tests from the Assessment Center, Teambuildig measures can give first insights.
